FWIW I do not think it is an ODS issue, regardless of what client versions you are running. You are more likely to have problems with old ODSes. Generally you want ALL databases on the server to be compacted to the newest ODS.
Likely it is one of the new security settings in the server document. Start there. You might try installing 6.5 again.
I assume you do not have an code referring to files. You didn't show any code.
